Counselor Osama Abu Al-Majd continued, saying: The citizen buys the car from a person with special needs for about 30 thousand pounds, taking advantage of his circumstances. This drains about 2 million pounds from the state’s resources. The person who is able to buy an expensive car must pay taxes to the state.
“Abu Al-Majd” added, “During the past period, some people of determination paid money to buy cars, and then the government’s decision was issued to stop importing cars starting last May, so their car was impounded at the ports. Therefore, they should not bear taxes or pay land for their car until it is allowed to re-import cars again.”
He stated that the file of cars for people of determination is vital and needs to reach those who deserve it, stressing that the state supports people of determination from its resources. Except for issuing one car with a ban on sale and no right to dispose of it for a period of five years as a guarantee against tampering, and for the car to remain in the ownership of the disabled person and in his name for at least 5 years.

The Prime Minister stressed that the goal of this meeting is to follow up on the measures taken by state agencies as part of their efforts to govern the system of importing cars for people of determination, in a way that contributes to the support that the state has made available to this segment within the framework of that system. The state will also continue to provide these benefits to this segment, and will work to ensure that people of determination benefit from the various facilities that are provided to them, but within a framework of concern for the governance of these systems, so that those who do not deserve them do not benefit from these benefits.
Dr. Mostafa Madbouly, Prime Minister, pointed out the importance of periodic follow-up of the committees charged with examining cars acquired by people of determination, and ascertaining who will benefit from them, during the past period.
The Prime Minister directed to increase the number of committees designated to receive those requesting regularization of their status and payment of state dues, while setting a two-month deadline, after which any undeserving beneficiary of this car, who did not come forward to pay state dues, would be referred to the judicial authorities, on charges of human trafficking and tax evasion.
Al-Shahat Ghatouri, head of the Customs Authority, confirmed that electric cars for people of determination are exempt from taxes, customs, and any tax, explaining that first-degree disabled persons and those who have reasons not to drive are exempt from taxes, and this matter was codified in Law 10 of 2018.
